In 2002, the Tooele Democratic Party selected all of the county's state delegates from only one area of the county.
Thus, nearly 40% of the Senate district's delegates came from an area representing only 4% of the district's population.
The proposed amendment enables this type of corruption
by eliminating the current requirement to allocate all delegates
to precincts based on Republican voting strength!

Following the 2000 census,
the legislature changed the boundaries for Senate District 12,
such that two Democrat incumbent senators,
Ron Allen and
Millie Peterson,
found themselves in the same district, battling for one seat.
Ron lived in Stansbury Park in Tooele County.
Millie lived in West Valley in Salt Lake County.
Tooele Democrats favored Ron Allen,
so they set aside
all of their seats (nearly 40% of the total) for delegates in the Stansbury Park area!
Had Tooele County distributed their delegate seats evenly among their voting precincts,
then Millie might well have won the election.
Because Tooele's seats went to delegates in the Stansbury Park area,
(where Ron was so popular), he won the election.
This is the kind of
mischief that could occur if county parties are given permission
to do what is in their best interest.
