D. If an elected delegate a delegate elected by a precinct caucus dies, resigns, or is disqualified prior to the convention, the vacancy shall be filled by appointment by the County Party precinct chair shall appoint a replacement from the precinct of the deceased, resigned or disqualified delegate or by a process determined by the County Party, consistent with the provisions of Article VII County Parties. The replacement shall reside in the precinct of the vacancy.
Presently elected delegates who have died, resigned, or been disqualified
may be replaced only by appointment of the precinct chair.
This proposed change would allow County Parties to take away
the ability of the precinct chair to determine a replacement.
In its place more centralized replacement mechanisms could be used
such as appointment by the county party chair or by elected officials.
By stripping authority from the precinct chair
who was elected by precinct caucus attendees and is accountable to them,
grassroots control of the delegate selection process is undermined.
